Synopsis Joe and Rob are friends and roommates who have been content to work together in their dead-end jobs at a Recreation Department for the last ten years. That is until their unofficial mentor and boss retires and his position is filled by Don Howard, a former Public Works employee with a grudge against these knuckleheads. The Rec Department soon turns into a living hell for Joe and Rob, their colleague Herman, who looks an awful lot like Fred Gwynn, and Sarah, an old classmate of Joe and Rob and new member of the staff - with her eye on Joe. Tagging along is Walter, a Public Works employee with a score of his own to settle. Together this motley crew must defeat Don and restore the Rec Department to its past glory - "past glory" meaning fudging hours on the time sheets and drinking on the job.
